The lengthy review reflects the timing precision required (the exact moment the kicker connects with the ball is the reference instant), not uncertainty about the position itself. Once the freeze-frame at the kick is established, the Iran attacker is clearly beyond Belgium's last defender. Goal correctly chalked off, restart with IFK to Belgium.
