Mbappé fell from the contact. The on-field referee judged the contact as fair and waved play on; VAR did not intervene. On the merits, this is a missed penalty. Once the ball was past the defender via the nutmeg, the legal contest for the ball was over. The defender's deliberate body action — holding the line AND bracing to make contact — is textbook impeding-with-contact / charging without playing the ball under Law 12. Inside the penalty area, that mandates a penalty kick. WRONG NO-CALL, HIGH confidence.
