Romania attacked down the pitch and played a pass to a player in the Wales half around the 25-minute mark. The on-field referee immediately flagged for offside and disallowed the goal. However, when examined frame-by-frame, the Romania player receiving the ball appears to be level with or only marginally ahead of Wales's last outfield defender (the "second-last opponent" in offside terminology) at the moment the ball was played. Under Law 11, a player level with the second-last defender is not in an offside position and may legally receive and play the ball. The referee's decision to disallow the goal was incorrect—the goal should have stood.
