The footage shows the South Africa player making a deliberate arm movement directed at a Mexico opponent in a situation away from any challenge for the ball. Under IFAB Law 12, this constitutes violent conduct — a strike or elbow on an opponent outside a genuine ball contest — which always carries a mandatory red card. VAR correctly identified the offence that the on-field referee had initially missed, and the upgrade to a red card was the right outcome. No Mexico player committed any independently sanctionable act in the same passage of play.
