The VAR system correctly overturned the initial penalty award to a free kick for Uzbekistan, having determined that the Netherlands player's handball contact with the ball occurred just outside the penalty area rather than inside it. The red card shown to the Netherlands player is also correct, as deliberately stopping an attack with the hands in a situation that denied Uzbekistan an obvious goal-scoring opportunity (DOGSO-H) is a mandatory sending-off regardless of where on the pitch it occurs. So both decisions — free kick instead of penalty, and red card — are correct, making this a case where the on-field call (penalty) was wrong but VAR's intervention produced the right final outcome.
