Incident
Penalty (push/hold in box)
Law cited
Law 12 / Law 14. A penalty requires a foul by the defender. Minor, two-way holding that does not rise to the level of a foul is not a penalty
Recommended action
No penalty is correct. The defender's initial hold was not enough on its own to be a foul, and Mbappé responded by grabbing the defender's arm to exaggerate and force the contact.

France appealed for a penalty when Mbappé went down under a Cáceres hold; play was waved on and VAR stayed out. This is correct. The defender's initial hold was too minor to be a foul, and Mbappé also grabbed the defender's arm to force the contact. Mutual, low-level holding in which the attacker is an active participant is not a penalty — and rewarding it would encourage the very arm-grab gamesmanship the Laws discourage. CORRECT DECISION, medium confidence.
